The proposed resolution authorizes the receipt of $23,504 for four separate awards from the South Central Healthcare Coalition.

 

SCRTAC 2015 Trauma Education Mini-Grant - $794 (MUNIS 30115-51310)

This new grant funds the purchase of a Pneumo Simulator and related supplies which will allow for the training of approximately 80 Madison Fire Department Paramedics and 20 Madison Police Department SWAT Operators in a life saving intervention procedure.  There are no matching requirements associated with this grant; however, after initial training of all providers, the replacement parts will be the responsibility of the City.  It is estimated that there will be no replacement parts costs in 2016.The annual cost of replacement parts is estimated to be $200.

 

Datamart Software Set-up - $5,000 (MUNIS 30110-53145)

This new grant funds the one-time set up cost of Datamart software, for a data integrations module with the existing records management system. This will allow for more robust analysis of data from patient care reporting.  There are no matching requirements with this grant.  The setup fee for the software itself is between $5,000 - $15,000. City IT is working with the Fire Department and vendor to recommend the most effective setup. Costs exceeding the $5,000 grant will be funded through MMRS funds or from the Fire Department’s operating budget. Ongoing costs are anticipated to be $3,000 in 2016 for software license costs and are available in the Fire Department’s budget and $3,000 on an annual basis.

 

Ebola Funds - $10,710 (MUNIS 30120-53230)

This new grant funds medical supplies relating to Ebola and/or epidemic/pandemic preparedness supplies.  This is a one-time grant with no matching requirements. After the initial purchase of the supplies, the Fire Department does not anticipate any additional costs.

 

TEMS Training - $7,000 (MUNIS 30115-51310)

This new grant funds participation of 10 Madison TEMS medics in tactical medical training and covers tuition, time, and associated supplies.  This is a one-time grant and there are no matching requirements.  Training will be completed while the team is on-duty and there are no additional or ongoing costs that the City will need to absorb.

The four grant awards from SCHCC totaling $23,504 will cover expenditures for a one-time software set up cost of $5,000 for a data integrations module with existing record management system vendor; $10,710 for medical supplies relating to Ebola and/or epidemic/pandemic preparedness supplies; $794 for a tension Pneumo Simulator for TEMS training and $7,000 for additional Tactical Emergency Medical Services (TEMS) training.

WHEREAS, Madison Fire Department is working to more efficiently interface with external agencies to share incident data which requires additional software and;

 

WHEREAS, Madison Fire Department provides Emergency Medical Services and engages in activities related to Ebola/epidemic/pandemic preparedness and;

 

WHEREAS, Madison Fire Department has a Tactical Emergency Service team that requires on-going equipment and training;

 

NOW, THEREFORE, BE IT RESOLVED, that the 2016 Operating Budget for the Madison Fire Department shall be amended to reflect the receipt and expenditures of $23,504 for the purposes and at the costs described above.
