Title

Amending Section 28.098(5)(a)2. of the Madison General Ordinances to require that the concept for a planned development of a landmark, landmark site, or in a historic district be presented to the Landmarks Commission before being presented to the Urban Design Commission.

DRAFTER'S ANALYSIS:  Under the current zoning code, concepts for planned developments must be presented to the Urban Design Commission for informational purposes.  This amendment will require that for those planned developments involving a landmark or landmark site, or in a historic district, the concept must be presented to the Landmarks Commission for informational purposes before being presented to the Urban Design Commission for informational purposes.

The Common Council of the City of Madison do hereby ordain as follows:

 

                     Paragraph 2. entitled “Concept Presentation” of Subdivision (a) entitled “Pre-Submittal Requirements” of Subsection (5) entitled “Procedures” of Section 28.098 entitled “Planned Development District” of the Madison General Ordinances is amended to read as follows:

 

“2.                      Concept Presentation.  The concept shall be submitted for review by to the Urban Design Commission at an informational meeting. No formal action will be taken by the Commission. Submittals shall include contextual information such as topography, photos of the site and surrounding properties, and a discussion of the initial design direction. The Commission will review the concept in reference to the objectives listed in Subsection 28.098(1) and the other requirements of this Subchapter.  The Commission may request that additional materials be submitted to assist in communicating the nature of the site and its context.  If the proposed planned development relates to constructing, altering or demolishing a landmark, proposes development on a landmark site, or proposes development in a historic district, the concept shall be submitted for review to the Landmarks Commission at an informational meeting before submission to the Urban Design Commission for its informational meeting under this subsection.
