PREAMBLE

 

 

 

The construction of the Anchor bank development spanning Carroll St from the Baskerville Apartments to the Risser Justice building has reached a point where two large tower cranes--essential to the construction of the project are required. The significant depth of the underground parking (60 ft) requires a large set crane to handle erection of the tower crane components. The set crane cannot reach over the existing buildings surrounding the construction site. The only area available to locate the erection crane and where it can pick and safely place the tower crane components is Doty St. The size of the set crane requires that Doty St be closed. In the interest of minimizing the impact of street closure to the public--including ped, bike, transit and motorist it is necessary to work beyond the hours of 7:00 PM to 7:00 AM.

 

Completing the work between 6:00 7:00 AM and 9:00 PM allows for less disruption to the traveling public and increases the likelihood of completing the project in an expedited manner.

 

The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

 

1.  Between the hours of 6:00  7:00 AM and 9:00 PM:  Setting and staging a temporary set crane to allow for the construction/erection of two tower cranes; and

                     

                     2.  Between the hours of 6:00 7:00 AM and 9:00 PM:  Construction and erection of two tower cranes

 

The estimated Dates are as follows:

 

                     1.  Beginning 6:00 7:00 PM Friday April 1 and complete by 9:00 PM Friday April 15

 

This date range is approximate, and will be more clearly defined as the work areas are identified or as weather and unforeseen circumstances dictate.

 

Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction. 

 

NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM at 117 S. Hamilton St and 25 W. Main St. including Doty St frontage are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and

 

BE IT FURTHER RESOLVED, that the construction activities outside of the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and are limited to the hours specified, and

 

BE IT FURTHER RESOLVED, that the approval of that construction work, as provided in this resolution shall expire on April 15, 2016.
