Title: Amending Sections 12.138(11), 12.142(3), 12.1425(3)(b), and 12.145(3) and creating Section 12.142(1)(e) of the Madison General Ordinances to increase the rates for metered parking and residential parking permits.

Fiscal Note
The proposed ordinance change increases the rate structure for metered, hangtag, temporary restricted, and neighborhood parking. The proposed increase is estimated to increase annual revenues by $320,500 ($30,000 for neighborhood parking and $290,500 for on-street meters). The estimated impact for 2016 is $188,300 ($18,900 for neighborhood parking and $169,400 for on-street meters).

The proposed ordinance change is part of larger package to revise the parking rate structure that will be enacted during the second half of 2016. The total estimated revenue increase as a result of the proposed increase is $1.3 million annually.

A resolution amending the Parking Utility’s Operating Budget will be introduced upon approval of the on-street rate changes proposed by this ordinance change, and the off-street rate changes proposed to the Transit and Parking Commission.

DRAFTER'S ANALYSIS: This ordinance amendment increases the hourly rates for metered parking and increases the charge for hangtag permits and temporary restricted parking and temporary no parking zones established by meter hoods. It also increases the permit fee and replacement fee for residential parking permits. Finally, it creates a subdivision related to a fee for Street Occupancy Permits where the use of the street removes parking meters. The change is consistent with Parking Utility practice and is now being codified.
