Title

Creating an Ad Hoc Transportation Ordinance Review Committee.

 

Body

WHEREAS, the City of Madison Transportation Department was created for the purpose planning, developing, coordinating, operating and regulating various elements of transportation and transportation facilities in such a way to provide safe, efficient and economical movement of people and goods in the city; and,

 

WHEREAS, several committees have been created over the years to address the various components related to transportation in the City of Madison; and,

 

WHEREAS, the current Madison General Ordinance section 3.14 has not had a comprehensive review in several years; and,

 

WHEREAS, an ad hoc committee will create a discussion forum that can review the missions of the various transportation committees and bring together important perspectives to help address any identified issues that are codified by ordinance;

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council creates an Ad Hoc Transportation Ordinance Review Committee (the “Committee”) to consider recommendations to the Council regarding changes to the existing city Transportation Ordinance; and,

 

BE IT FURTHER RESOLVED that said Committee shall consist of the following six alderpersons: 

 

                     Ald. Denise DeMarb, Common Council President, who will act as chair of the committee

                     Ald. Ledell Zellers, member of the Pedestrian/Bicycle/Motor Vehicle Committee

                     Ald. Steve King, member of the Long Range Transportation Planning Committee

                     Ald. Paul Skidmore, member of the Pedestrian/Bicycle/Motor Vehicle Committee and Long Range Transportation Planning Committee

                     Ald. Rebecca Kemble, member of the  Pedestrian/Bicycle/Motor Vehicle Committee and Transit and Parking Committee

                     Ald. Mark Clear, Alternate Member

 

BE IT FURTHER RESOLVED, that the Committee shall be staffed by a member of the Traffic Engineering Department who will provide technical assistance to the Committee, including the preparation of meeting notices, agendas and minutes; and,

 

BE IT FURTHER RESOLVED, that the Committee shall seek feedback regarding its review of section 3.14 of the Madison General Ordinances from the Traffic Engineer, Parking Manager, Transit Manager, Director of the Planning, Community and Economic Development, City Attorney, and City Engineer, or their designees ;  and,

 

BE IT FURTHER RESOLVED, that at least one representative from the Racial Equity and Social Justice Initiative (RESJI) core team shall attend each committee meeting and be prepared to provide feedback on discussion issues, answer any questions committee members may have relative to ensuring that the committee incorporates racial equity and social justice concepts and considerations into the ordinance, and provide a racial equity analysis of the proposed ordinance; and,

 

BE IT FINALLY RESOLVED that the Committee shall issue a report containing its considerations and recommendations to the Common Council no later than one (1) year from the date this resolution is approved.
