Approving plans and specifications; and authorizing the Mayor and City Clerk to enter into an Intergovernmental Agreement with the Madison Metropolitan Sewerage District (MMSD) for a cured in place lining of large sanitary and storm sewer interceptors.
Body
WHEREAS, Madison and MMSD have determined the need for rehabilitation, by use of cured in place pipe (CIPP) liner, of large diameter sanitary sewer interceptors belonging to Madison and MMSD along Regent Street, S. Blair Street, Railroad Street, S. Blount Street, E. Washington Avenue, and the Tenney Park Locks, which public works improvements will benefit Madison and MMSD; and,
WHEREAS, Section 66.0301 Wisconsin Statutes, authorizes cities, villages, towns, counties, and other public agencies to enter into agreements for the joint exercise of any power or duty required or authorized by law; and,
WHEREAS, it is in both Madison and MMSD’s ratepayers interest to enter into a cost sharing agreement as cost are expected to be lower by the increase in quantity of work, and Madison and MMSD’s ratepayers will ultimately be responsible for costs regardless of how costs are allocated by Madison or MMSD’s subproject; and
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to enter into an Intergovernmental Agreement with MMSD to construct and maintain CIPP sanitary sewer and that the City of Madison’s share of the cost of this construction shall be consistent with the percentages discussed in the Intergovernmental Agreement; and
BE IT FURTHER RESOLVED, that the plans and specifications associated with the Intergovernmental Agreement be and are hereby approved, and in accord with that agreement the City of Madison and MMSD are authorized to accept the lowest total cost bidder for all projects in bid documents
