Fiscal Note

The proposed resolution will amend the 2016 Adopted Operating Budget to transfer $15,000 from Contingent Reserve to CDD for a purchased services contract with Madison Urban Ministry for the Community against Violence Program. Funds will be transferred to MUNIS account 62442-54820 (Service: Community Support Services, Object: Community Agency Contracts). Following the transfer of these funds the remaining balance in 2016 Contingent Reserve will be $1,157,510.

SUBSTITUTE: Approving the provision Amending the 2016 Adopted Operating Budget to appropriate $15,000 from the Contingent Reserve to the Community Development Division for a purchased services contract of up to $15,000 to Madison Urban Ministry (MUM) for the provision of case management services to participants in the Communities Against Violence Program. and amending the 2016 Adopted Operating Budget to appropriate funds from Contingent Reserve to the Community Development Division for a contract for services.

Body

Communities Against Violence is the community response component of the Madison Police Department (MPD) Focused Deterrence program. The Focused Deterrence program was developed in 2011 in response to increasing gun violence in Madison. At that time MPD, Special Investigative Unit began conducting Notification events in which selected repeat violent offenders were invited to a community meeting in which they were put ‘on notice’ that there would be sanctions and consequences for continued violent and criminal behavior, and informed of an array of social services and supports available to them. Madison Urban Ministry has provided outreach and case management services to CAV participants since the beginning of this program. Funding to support these efforts has been provided to MUM through the Emerging Opportunites Program, however, that funding has expired.  Replacement funds are needed in order for these services to continue.

 

 WHEREAS, the CAV Program has conducted nine notification events since 2011 involving 99 repeat violent offenders, the first forty of whom were responsible for a total of 1,325 offenses, 387 misdemeanor convictions, 295 felony convictions and a total of 391 victims; and

 

WHEREAS, of the 99 violent offenders originally notified, 29 are currently in prison, 15 are in jail and 55 remain in the community; and

 

WHEREAS, participants in this program typically have significant conviction and incarceration histories and in many cases mental health and AODA challenges that pose barriers to achieving economic and social stability outside of the corrections system; and 

 

WHEREAS, Madison Urban Ministry received funding through the Spring 2014 ( $12,000) and Spring 2015 ($28,000) Emerging Opportunities Funding cycles  to support assessment and case management services provided to participants in CAV; and

 

WHEREAS, the services provided by Madison Urban Ministry have been deemed an important factor in the CAV Program’s success in reducing the pattern of criminal behavior by program participants, an outcome that has improved the quality of life for both participants and residents and likely reduced law enforcement costs

 

•     NOW, THEREFORE, BE IT RESOLVED, that the Mayor and  Common Council of the City of Madison amend the 2016 Adopted Operating Budget to appropriate $15,000 from the City’s Contingent Reserve to the Community Development Division to enter into a contract with Madison Urban Ministry to support the continuation of outreach and case management services for CAV participants. and,

 

BE IT FURTHER RESOLVED, that the Mayor and the City Clerk are authorized to execute agreements with the above listed agency for the described activities.
