Authorization for the Madison Police Department to use General Communications, Inc. as a sole source provider of Setina vehicle equipment

 

Body

WHEREAS, the Madison Police Department has a need to purchase a wide ranging variety of equipment to outfit new squad cars on an annual basis, including push bumpers, prisoner seats, vehicle divider shields, storage units, etc., all of which are manufactured by the Setina Corporation and are specific to vehicle model and year; and

 

WHEREAS, General Communications, Inc. has consistently been the lowest vendor on price for Setina equipment, as was confirmed in 2015 when compared to three other vendors; and

 

WHEREAS, an official request for bids was not conducted because the specificity of equipment for each vehicle model and year, as well as the changing of the equipment, is a complicated and ever-changing process difficult to capture in a bid; and

 

WHEREAS, General Communications has worked directly with MPD and Fleet Services for many years providing in-person service to assure the proper equipment is in place, facilitating delivery and exchange, etc.; and

 

WHEREAS, the Police Department has a vehicle equipment and supplies budget in its 2016 operating budget, as required by MGO 4.26(2); and

 

WHEREAS, City Purchasing has requested that MPD seek Common Council approval to use General Communications as a sole source provider of the squad car equipment because a full request for bids was not conducted. MPD now seeks this approval for the reasons stated above.

 

NOW, THEREFORE, BE IT RESOLVED, the Madison Police Department may purchase Setina equipment from General Communications, Inc. for up to $100,000.
