Fiscal Note
Funding for the initial software purchase and implementation is included in the Information Technology 2016 Adopted Capital Budget Project # 17109 titled Municipal Court System.

Funding for future maintenance and support services is contingent upon available funds being appropriated in the annual operating budget.

Authorizing the Mayor and City Clerk to sign a contract with Titan Public Safety Solutions, LLC for software and implementation services for a new municipal court management system for the City Municipal Court, and authorizing ongoing maintenance and support contract(s).
Body
WHEREAS, the City is currently using software for purposes of managing court cases that was developed in-house during the early 1990’s; and

WHEREAS, the architecture of the current system is more than 20 years old and at the end of its useful life which is limiting the functions of the Court; and

WHEREAS, after a review of available court management software and consulting with the Purchasing Division, the Municipal Court and IT staff have identified Titan Public Safety Solutions, LLC (TiPSS), a Madison company, as the vendor to provide the software and services for a new municipal court management system for the City of Madison; and

WHEREAS, the TiPPS solution has a proven track record with many Wisconsin clients with the interfaces with Wisconsin Department of Transportation and Wisconsin Department of Revenue along with strong financial payment and refund processing capabilities; and

WHEREAS, because this vendor has been chosen as sole-source provider of these services, and the total contract price is over $25,000, approval of the Common Council is required by MGO 4.26(4)(b) and signature by the Mayor and City Clerk are required by MGO 4.26(5); and

WHEREAS, MGO 4.26 also requires Common Council approval for a service contract that exceeds three years and while the implementation services are expected to be completed within a year, the City will requi...
