Authorizing the Mayor and City Clerk to enter into a contract with Motorola Solutions, Inc. to upgrade and replace its Emergency Radio Communications Infrastructure.
Body
WHEREAS, the City of Madison owns and operates an emergency public safety radio system which allows for emergency and non-emergency communication for public safety and public works agencies;

WHEREAS, Motorola Solutions Inc. has completed Phase 1 of the emergency public safety radio system;

WHEREAS, Phase 2 and Phase 3 of the radio system upgrade need to be completed by the end of 2018 to insure continued operation of the emergency public safety radio system;

WHEREAS, the manufacturer of the City radio system, Motorola, Inc., now called Motorola Solutions, Inc., will no longer support the remaining existing components of the current emergency public safety radio system after 2018;

WHEREAS, Motorola Solutions Inc. is asking the City to enter into a contract in order to design and install the replacement communication equipment;

WHEREAS, only Motorola Solutions Inc. manufactures replacement equipment that functions with the City's existing communications infrastructure, and therefore, Common Council approval is required for an exception to the competitive selection process normally required for service contracts over $25,000 because these services can only be provided by Motorola Solutions Inc., and Motorola Solutions Inc. has provided similar services in the past (per MGO 4.26(4)(a) 2 and 7);

WHEREAS, Traffic Engineering has requested sufficient funds in 2015 in year end appropriations;

WHEREAS, Traffic Engineering has included this contractual repair/replacement work in its five-year plan to upgrade and replace its public safety radio system;
