Authorizing Public Health-Madison and Dane County to enter into an Intergovernmental Agreement with the City of Madison to join the New World Records Management System (RMS) and purchase software for the Animal Services Program

Body

Whereas,  the Animal Services Program of Public Health Madison and Dane County (PHMDC) is seeking authorization to enter into an intergovernmental agreement (IGA) with the City of Madison Police Department and other Dane County law enforcement agencies to join the New World Record Management System (RMS) administered by the Madison Police Department.  Becoming a member of this RMS will  improve PHMDC’s ability to track animal services activities and enforcement in the city and throughout Dane County.

 

Whereas,  the RMS consortium is managed by MPD and currently includes the following members:

 

City of Madison, Town of Madison, Village of Belleville, Village of Brooklyn, Village of Cottage Grove, Village of DeForest, Village of Oregon, Village of Marshall, Village of Maple Bluff,  Village of McFarland, Village of Shorewood Hills, City of Stoughton, Village of Waunakee, and the City of Madison Parks Division; and

 

Whereas,  by joining this consortium, PHMDC would have access to the records management portion of the system, and MPD and other police departments would have access to PHMDC’s animal cases.  Joining the consortium would also allow PHMDC to purchase  a records module specific to animal services work; and

 

Whereas, PHMDC would pay proportional share of system maintenance (New World Systems, Inc. and other vendors, if any) and in-house costs of some civilian MPD staff.  PHMDC would pay the entire cost to purchase and maintain New World System’s Animal Module which the City would purchase for PHMDC.  In exchange,  PHMDC will receive access to certain shared law enforcement records within the system and full access to and use of the Animal Module, tech support from the vendor and Madison Police department staff.  The other member police departments will have access to PHMDC’s county-wide animal case information.

 

Whereas, To become a member, PHMDC must sign a contract to join the RMS.   Under the terms of the IGA that created the joint health department,  both City Council and Dane County Board approval are needed before PHMDC can sign any IGA; and

 

WHEREAS,  the Chief of Police has been previously authorized to sign agreements to add agencies to this IGA;

 

NOW, THEREFORE, BE IT RESOLVED, that the Director of Public Health is authorized to sign an IGA in the name of  the Board of Health for Madison and Dane County, on behalf of Public Health-Madison and Dane County,  to join the RMS consortium as described above.
