Fiscal Note

No funds required. The cost of the construction will be authorized by separate Resolution under the City’s normal Public Works process. The Grant request is for 50% of construction costs for the Capital City Path (“Segment 1”) from Buckeye Road to Dondee Road, with the total grant funding not to exceed approximately $140,000. A budget amendment to receive the funds will be authorized under a separate resolution if a grant is awarded.

PREAMBLE

 

WHEREAS, the City of Madison is proposing to construct a segment of the Capital City Path (“Segment 1”) from Buckeye Road to Dondee Road.  This paved, multi-use (bicycle / pedestrian) path will extend the Capital City Path approximately 1400 feet, generally following the corridor of the Wisconsin & Southern Railroad (“the Project”).   This is a key segment of the remaining 6-mile gap in what will become a continuous 140-mile path across the State, the goal of a 1996 MOU between the Madison, Fitchburg, Dane County and the Wisconsin DNR; and,

 

WHEREAS, because this proposed path is included in the Dane County Parks and Open Space Plan, the City is eligible to apply for a grant under Dane County’s PARC & Ride Bike Trail Grant Program to help fund the Project; and,

 

WHEREAS, as a condition of the grant application, the City must authorize Dane County to exercise its parks funding authority within the City.

 

NOW THEREFORE BE IT RESOLVED that the City is authorized to apply for a Dane County PARC & Ride Bike Trail Grant for the Project; and,

 

BE IT FURTHER RESOLVED that, pursuant to Wis. Stat. Sec. 27.075(1), Dane County is authorized to exercise its municipal authority to fund park improvements within the City of Madison through the PARC & Ride Bike Trail Grant Program; and,

 

BE IT FURTHER RESOLVED that the City is authorized to accept a grant award for the Project; and,

 

BE IT FURTHER RESOLVED that the City Engineer is authorized to execute a grant agreement with Dane County, subject to approval of form by the City Attorney and the Risk Manager.
