Title: Amending Madison Water Utility's 2015 Adopted Capital Budget to reallocate funding system-wide miscellaneous projects to the upgrade of Well 12, and authorizing the Mayor and the City Clerk to execute an amendment to the Professional Services Agreement with SEH, Inc. for pre-design planning, public participation support, the preparation of final construction drawings and specifications, permitting, bidding, and construction administration for the redesign of the Upgrade of Well 12.

Fiscal Note
The proposed amendment to the Professional Services Agreement with SEH, Inc. for professional engineering services for design and construction of the Upgrade of Unit Well 12 will not exceed an additional $225,000.

This Resolution reallocates funding from Water Utility system-wide miscellaneous capital projects. No new funds are required.

This action does, however, require an amendment to the 2015 Adopted Capital Budget, as follows:
($150,000) Well 11 Chemical Room Addition & Building Upgrade
($75,000) Well 14 Chemical Room Addition & Building Upgrade
$225,000 Upgrade of Unit Well 12

Title
Amending Madison Water Utility's 2015 Adopted Capital Budget to reallocate funding system-wide miscellaneous projects to the upgrade of Well 12, and authorizing the Mayor and the City Clerk to execute an amendment to the Professional Services Agreement with SEH, Inc. for pre-design planning, public participation support, the preparation of final construction drawings and specifications, permitting, bidding, and construction administration for the redesign of the Upgrade of Well 12.

Body
WHEREAS, SEH, Inc. prepared a full set of project documents which Madison Water Utility used to advertise and receive bids, which were received at nearly 50% over budget; and

WHEREAS, at the recommendation of Madison Water Utility, the Water Utility Board approved rejecting all construction bids due to these high costs; and

WHEREAS, Madison Water Utility intends to proceed with the project by redesigning and rebidding the work under a new project scope as a result of the original bid results; and

WHEREAS, Madison Water Utility has negotiated a revised scope and budget with SEH, Inc. to accommodate a new project that will also utilize portions of the previous work on the original project;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes the reallocation of up to $225,000 in funds within the 2015 capital budget of the Water Utility to the Upgrade of Unit We...
