SUBSTITUTE Amending Section 39.04 of the Madison General Ordinances to change the name of Commission on People with Disabilities to Disability Rights Commission.

DRAFTER'S ANALYSIS: In recognition of the fact that disability rights are civil rights, the commissioners request that the name of the Commission on People with Disabilities be changed to Disability Rights Commission. This change would better reflect the efforts of the commission to fully recognize the impact of the Americans with Disabilities Act on equity and inclusive access to government services. In addition this change would better highlight the focus on the rights of people with disabilities, as opposed to the focus being people with disabilities themselves.

The Common Council of the City of Madison do hereby ordain as follows:
1. Section 39.04 entitled “Commission on People with Disabilities” of the Madison General Ordinances is renamed to read as “Disability Rights Commission.”
2. All other necessary sections throughout the ordinances are amended to update references to reflect the change in the commission name, and the City Attorney is directed to make such changes.
