There is no impact on cost controls or levy. Grant funds will be administered through a segregated fund. Matching requirements will be met through currently budgeted purchase of service funds ($20k in 2015 and $20k in 2016).

Body
WHEREAS, the City of Madison began the Madison Municipal Court Youth and Family Services initiative in 2014 to reduce recidivism, with an emphasis on youth of color, through the provision of support services to youth and their families who come before the Madison Municipal Court; and
WHEREAS, the Community Development Division issued a Request for Proposals for Madison Municipal Court Youth and Family Services, an RFP review team evaluated the submitted proposals, and recommended Briarpatch Youth Services and Centro Hispano as service providers;
 
WHEREAS, on June 14, 2014, the Common Council approved the Community Development Division to enter into contracts with Briarpatch Youth Services and Centro Hispano for Municipal Court Youth and Family Services; and
 
WHEREAS, the Community Development Division has received quarterly reports from Briarpatch Youth Services and Centro Hispano for the Municipal Court Youth and Family Services with documentation that all service goals have been met or surpassed; and
WHEREAS, the demand for Madison Municipal Court Youth and Family Services far exceeds the availability through the current initiative; and
WHEREAS the City of Madison received notice that it was eligible to receive a grant to address Disproportionate Minority Contact in the municipal court and juvenile justice system; and
WHEREAS, this grant provides funds to initiate or expand projects designed to reduce court involvement for youth of color; and
WHEREAS, the Dane County Restorative Justice Coalition supports the plan for these funds which implement projects focused on needs in Madison's challenge neighborhoods and meets the grant eligibility requirements; and
WHEREAS, the City of Madison proposed to double the service capacity of the Municipal Court Youth and Family Services provided by Briarpatch Youth Services and Centro Hispano with funds available through the State of Wisconsin Department of Justice DMC Reduction Initiative; and
WHEREAS, the City of Madison has been awarded $ 40,000 in through the State of Wisconsin Department of Justice DMC Reduction Initiative funds for the period July 1, 2015 - June 30 2016 which will allow the City to double the capacity of the Municipal Court Youth and Family Services initiative.
NOW THEREFORE BE IT RESOLVED that the City of Madison, through the Community Development Division, is authorized to accept a State of Wisconsin Department of Justice Disproportionate Minority Contact grant award in the amount of $40,000 from the Wisconsin Department of Justice for the period of July 1, 2015 - June 30, 2016;
BE IT FURTHER RESOLVED that the Common Council authorizes expenditures of the available funds as follows:
·      Up to $ 40,000 to the Community Development Division for Purchase of Service contracts for the period July 1, 2015 - June 30, 2016 as detailed below:
o      Up to $ 30,000 to Briarpatch Youth Services for supported community service, pre-employment/job placement, and life skills training for youth and families referred by Municipal Court; and
 
o      Up to $10,000 to Centro Hispano to provide family counseling and case management services for youth and families referred by Municipal Court; and
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to enter into and/or amend Purchase of Service Agreements, through the Community Development Division, with Briarpatch Youth Services and Centro Hispano; and
BE IT FINALLY RESOLVED that the Comptroller, Madison Municipal Court and the Community Development Division are authorized to establish and/or maintain accounts as required for the administration of grant funds.
