Approving temporary construction work with associated noise impacts between the hours of 7:00PM and 7:00AM on the 800 Block of University Avenue for removal of Pedestrian Bridge on UW campus.
 
The University Avenue pedestrian bridge has had several structural repairs over the last ten years and is continuing to deteriorate faster than repairs can be made.  The bridge leaks onto vehicle traffic and at times spalling concrete has closed drive lanes and walkways.  The most recent engineering report (Henneman Engineering) states the structural conditions which warrant bridge removal.  The bridge has seen reduced usage with the introduction of the East Campus Mall at-grade controlled crossing.  The Contractor for the University of Wisconsin will be doing this work under a Permit to Excavate in the Right of Way and will conduct construction demolition activities. The variance is requested for a two-night period beginning July 17, 2015 at 7:00 PM and concluding July 19, 2015 at 7:00 AM.  Further demolition activities will continue past this time frame, but will not require a noise variance.  The entire project is scheduled to take about one (1) week.  
 
The work taking place on this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because University Avenue will be closed to thru traffic for the bridge span removal, heavy equipment required and associated hazards associated with removing the overhead structure.  University Avenue will be closed from 7:00 PM to 7:00 AM to all traffic for Friday July 17th and Saturday July 18th and open to full traffic lane usage during the days.
 
Construction will be completed in two phases, with Phase 1 requiring this noise variance.  The main center span over University Avenue will begin demolition during the 3rd shift of day 1.  A tracked excavator with attachments (breakers, buckets and/or grapples) will be used in conjunction with a front-end loader(s), tri-axle dump trucks and a skid steer.  Pneumatic breakers along with reciprocating carbide blade saws will be used as well.  
 
Phase 2 will require the same equipment but will be focused on the north and south segments left standing.  The demolition of these spans will be completed between the hours of 7AM and 7PM, not requiring a noise variance.  
 
The date of the closure will be determined by the contractor's schedule and weather. Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08(3) provided the Common Council adopts a resolution allowing the construction.
 
NOW THEREFORE BE IT RESOLVED, that construction work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on the 800 Block of University Avenue are hereby approved in accordance with section 24.08(3) on the Madison General Ordinances, and
 
BE IT FURTHER RESOLVED that the construction activities outside the hours of 7:00 AM to 7:00 PM are limited to those activities identified in this resolution and are limited to the hours specified, and
 
BE IT FURTHER RESOLVED that the approval of that construction work, as provided in this resolution shall expire on December 31, 2015
