Title
Authorizing the Mayor and City Clerk to enter into an agreement with Isthmus Architecture, Inc., in the amount of $27,740 for architectural design and consulting services for the rehabilitation of Olin Terrace.
Body
 
WHEREAS, Olin Terrace provides the primary pedestrian entrance to the Monona Terrace Community and Convention Center ("Monona Terrace"), and
 
WHEREAS, Olin Terrace is in need of rehabilitation to correct settlement, drainage and other issues, and
 
WHEREAS, architectural and design work for Olin Terrace and Monona Terrace must be consistent with the original exterior design done by Frank Lloyd Wright in the 1950s as well as the later design work done at the time Monona Terrace was constructed, and
 
WHEREAS, Isthmus Architecture, Inc. is a local firm whose Principal Architect, Peter Rott,  has the experience and specialized expertise needed to ensure that the work is done in a manner that respects the original context of Monona Terrace and is consistent with the intent of the original design. Mr. Rott worked on the original design work for Monona Terrace when it was built, assisted with the design work for the replacement carpeting for Monona Terrace and will be supplying design work for the pending replacement of the Monona Terrace Marquee.  Mr. Rott is also the former Director of Operations for Taliesin Architects and holds a Master of Architecture degree from the Frank Lloyd Wright School of Architecture, and
 
WHEREAS, because Mr. Rott possesses particular expertise related to design services for Monona Terrace that constitutes a "sole source" provider of services, it is appropriate, under Sec. 4.26(4)(a)2.  of Madison General Ordinances to select Isthmus Architecture, Inc. to perform architectural design and consulting services for the rehabilitation of Olin Terrace, and
 
WHEREAS, because Mr. Rott has provided similar services in the past and will be providing such services on the Marquee redesign, it will be economical to the City in savings of time and money to retain Isthmus Architecture, Inc pursuant to Sec.4.26(4)(a)7. of Madison General Ordinances to perform architectural design and consulting services for the rehabilitation of Olin Terrace, and
 
WHEREAS, Sec. 4.26(4)(a)9 of Madison General Ordinances provides that an agreement between the City and Isthmus Architecture may also be authorized by resolution, and
 
WHEREAS, the 2015 Capital budget includes funding for architectural design, fabrication and installation of the Olin Terrace rehabilitation, in Acct No. 10011-80-140, and an Architect must be hired to perform the architectural design and consulting services.
 
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and City Clerk to enter into an agreement with Isthmus Architecture, Inc., in an amount not to exceed $27,740 for architectural design and consulting services for the rehabilitation of Olin Terrace.
