I hereby submit, for your consideration and approval, the following citizen committee appointments. Statement of Interest forms are on file where applicable.
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

PERCY L. BROWN, JR. (1st A.D.) - reappoint to a three-year term to the position of Adult City Resident. First appointed 3-4-2014.

KIA KARLEN (6th A.D.) - reappoint to a three-year term to the position of Citizen Member. First appointed 2-5-2013.

GINGER A. CONTRERAS (13th A.D.) - reappoint to a three-year term to the position of Citizen Member. First appointed 9-17-2013.

YOREL F. LASHLEY (6th A.D.) - appoint to a three-year term to the position of Citizen Member. Mr. Lashley is a professional musician and teaching artist and is the founder and president of Drum Power. He is a lecturer at the University of Wisconsin-Madison and is currently pursuing his Ph.D. in educational psychology. Mr. Lashley succeeds Christopher A. Taylor.

MADISON FOOD POLICY COUNCIL
ALEXIA M. KULWIEC (2nd A.D.) - appoint to the remainder of a three-year term to the position of Citizen Member. Ms. Kulwiec is an assistant professor at the UW-Extension, School for Workers. She is currently engaged in the study of labor in the food systems. Ms. Kulwiec succeeds Dan J. Stein.

MADISON'S CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD
Note: Per the Business Improvement District [BID] Operating Plan as approved by the Common Council, "Wisconsin Statutes section 66.1109(3 (a) requires that the Board be composed of at least five members and that a majority of the Board members shall either own or occupy real property in the District. If the actual property or business owner is an entity, that entity shall designate a representative to act on its behalf."
*RYAN C. HUBER, Town of Blooming Grove - appoint to the remainder of a three-year term to the position of King Street Business Association Representative. He succeeds Samuel J. Parker.
TERM EXPIRES: 1-18-2017
Rationale: Mr. Huber is the co-owner of Context, a retail men's clothing shop located on King Street.
PUBLIC SAFETY REVIEW COMMITTEE
BRUCE P. FREY (3rd A.D.) - appoint to a three-year term to the position of Citizen Member. Mr. Frey currently holds the position of Alternate on this committee and has served since 10-1-2013. He succeeds Chan Stroman.

DENA M. CARREYN (9th A.D.) - reappoint to a three-year term to the position of Citizen Member. First appointed 1-20-2015.

DEBRA F. JULIAN (6th A.D.) - appoint to the remainder of a three-year term to the position of Citizen Member. Ms. Julian is retired from the Dane County Public Safety Communications Department, where she served for over 24 years. She succeeds Wayne Strong.

VENDING OVERSIGHT COMMITTEE
SEAN LEE (14th A.D.) - reappoint to a three-year term to the position Technical Advisor - Non-Voting. First Appointed 11-17-2009.
TERM EXPIRES: 6-1-2018
SARAN OUK (20th A.D.) - appoint to the remainder of a three-year term to the position of Alternate Member. Ms. Ouk is a student at the University of Wisconsin-Madison. She served as a food cart reviewer in 2014 and is a volunteer with Big Brothers and Big Sisters of Dane County. She succeeds Sara J. Richards.
