Fiscal Note
This resolution adopts a medical services agreement with the Town of Burke.  Effective July 1, 2015, the City would provide these services to the town.  In return, the town would pay the City $60,000 annually until 2022. Beginning on January 1, 2023, and annually for all subsequent years, the fee for City services will be adjusted to reflect inflation as determined by the Consumer Price Index. The Town of Burke may chose to contract with the City of Sun Prairie to medical services in the Boundary Adjustment area as outlined in attached Exhibit A; should the town utilize these services the payment to the City of Madison will decrease by $10,000 annually. Ambulance conveyance fees currently levied by the City would also be charged for conveyances in the town. In anticipation of this contract, the revenue estimates in the 2015 operating budget reflect these amounts.

Body
The City has negotiated a intergovernmental agreement  with the Town of Burke for the City of Madison Fire Department to provide emergency medical services to the residents of Burke.  This agreement is mutually beneficial to both parties.  The City can utilize existing emergency medical services to provide these service to the Town and the Town of Burke will contribute to the cost of the City's Medical Services budget.
 
The contract term will start on July 1, 2015 and be in force unless terminated sooner under provisions elsewhere in agreement, shall be in effect until final attachment of all Town lands under the Final Town of Burke, Village of DeForest, City of Sun Prairie and City of Madison Cooperative Plan(January 2007). Prior to this date, the contract may be terminated by mutual agreement or for cause.
 
 The City or Town may terminate this agreement after January 1, 2022.  Any termination date must be effective at 12:01 a.m. on a January 1 date and provide  at least 18 months written notice.
 
The City may contract with other municipalities to provide emergency medical services to the Town if the City determines it is in the best interest of the Town. The Town may contract with the City of Sun Prairie to provide emergency medical services to residents of the Sun Prairie boundary adjustment area.  
 
The compensation under this agreement is sixty thousand dollars ($60,000) per year thorough December 31, 2022.  Beginning January 1, 2023 and for subsequent years, the fee to the City will be adjusted annually based upon the Consumer Price Index ("CPI'') using the U.S Department of Labor, Bureau of Labor Statistics (BLS) data for All Urban Consumers, U.S. city average, not seasonally adjusted 1982-84=100.The annual payment will be reduced by ten thousand dollars ( $10,000) per year if the Town contracts with the City of Sun Prairie.
 
The contract will be substantially in the form attached hereto and subject to the approval of the City Attorney and Risk Manager.
 
WHEREAS, the City wants to enter into an inter-governmental agreement with the Town of Burke for medical services to be provided by the City Fire Department.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk  are authorized to execute an inter-governmental agreement pursuant to Wis. Stat. ยง. 66.0301 with the Town of Burke for medical services as more fully described above .
