Fiscal Note
The total estimated cost of the study is $128,500. The USGS will cover $31,500, the City of Madison will be invoiced for an amount up to $97,000 over the three (3) years (2016 through 2018), Dane County will provide grant funds to the City of Madison in an amount not less than $20,000. The Stormwater Utility Capital Project 25 covers this study over the duration of the agreement in project string 10907-84-200.

Authorizing the Mayor and City Clerk to enter into an agreement with the USGS to monitor the treatment efficacy associated with a storm water screen treatment device designed by City Engineering Staff, and to accept partial funding for this project from Dane County.
Body
WHEREAS, the City of Madison has previously partnered with the USGS and Dane County on several storm water monitoring and construction projects (respectively); and
WHEREAS the City is one many municipalities required to comply with the recently adopted Rock River TMDL; and
WHEREAS, City and County staff believe that it is likely that we are not receiving sufficient credit for the treatment of the screen treatment devices the City has been installing for approximately the last 10 years, in regard to the pollution reductions achieved; and
WHEREAS to document the existing levels of reduction compared to no controls and compared to maximum possible efforts a study of this nature is required as the device being tested was designed by City Staff; and
WHEREAS, an expenditure of a modest amount of funds on an study of this type offers the opportunity to garner the City credit for efforts for which we are already completing compared to very expensive new efforts to remove additional TSS and Phosphorous from the storm water runoff; and
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an agreement with the USGS and Dane County to monitor storm water quality associated with a leaf collection, and to accept funding for this project from Dane County.
