Fiscal Note
This resolution establishes budgetary authority to pay fees to the Capital Area Regional Planning Commission and the Madison Metropolitan Sewerage District related to sanitary sewer extensions requested through the Central Service Area Amendment process.  These fees will be paid by the Sewer Utility, using existing reserves, and recovered through sewer connection fees when the related land is developed.   These fees will be included in future operating budgets of the Sewer Utility.  There is no impact upon the property tax levy.

Amending the 2015 Operating Budget of the Sewer Utility related to the payment of Central Urban Service Area Fees.
Body
WHEREAS, the Capital Area Regional Planning Commission (CARPC) and the Madison Metropolitan Sewerage District (MMSD) recently began charging fees related to requests to extend the Central Urban Service Area (CUSA) for new developments; and
 
WHEREAS, the City must pay these fees to CARPC and MMSD at the time of making the extension request; and
 
WHEREAS, it has been determined that the Sewer Utility shall make these payments and recover the costs through sewer connection fees as authorized by ORD-14-00113 (File 34135); and
 
WHEREAS, the Board of Public Works recently approved the policy on the recovery of these fees; and
 
WHEREAS, in order to pay these fees, the Sewer Utility needs to have the necessary budgetary authority.
 
NOW, THEREFORE, BE IT RESOLVED, that the 2015 Operating Budget of the Sewer Utility is hereby amended to increased expenditure authority in the amount of $50,000 for the payment of fees related to CUSA extensions.
