Up to $55,151 in federal CDBG grant funds was authorized for a 2015 Community Gardens RFP process, as part of the Community Development Division’s 2015 Adopted Operating Budget. No additional funds are being requested, and there is no net impact upon the levy.

Approving and allocation of up to $54,000 to Community GroundWorks, Inc. to administer a Community Garden Leadership Development and Self Management program; and authorizing the Mayor and the City Clerk to enter into an agreement with the agency to implement the program.

BACKGROUND
In 2014, the CDD held a multi-year contract with Community Action Coalition of Southwestern Wisconsin, Inc. (CAC) to provide support to community gardens in the City of Madison. That contract had a termination date of December 31, 2015. In the spring of 2014, CAC notified the CDD that the agency would terminate its community gardens contract in 2014.
Although the CDD terminated the CAC contract in 2014, it included funds already designated for 2015 support of community gardens in its 2015 operating budget. The CDD issued a request for proposals in March of 2015, with the goal of securing a nonprofit agency to administer a community gardens leadership development and self-management program for the remainder of 2015.
ACTION
WHEREAS, the Community Development Division’s funding goals and objectives include support for community gardens as a means to increase neighborhood cohesion and stability; and,
WHEREAS, the CDD conducted a competitive request for proposal (RFP) process to select a nonprofit organization to manage a program to development neighborhood leadership through community gardens; and,
WHEREAS, a staff review team evaluated the single proposal submitted by the RFP deadline of March 18, 2015, determined the application met the program requirements, and recommended that up to $54,000 in federal CDBG grant funds be awarded to Community GroundWorks, Inc. to implement the program;
