Title: Amending Section 9.13(6)(h)3.a.i. of the Madison General Ordinances to pro-rate annual food vendor license fee for new vendors beginning to vend mid-season.

An estimated 1 to 3 licenses would qualify for the reduced license fee annually.  As such, this change would reduce general fund revenues by approximately $425 to $1,275 annually.

DRAFTER'S ANALYSIS:  This ordinance creates a half-price license fee for a first-time Mall/Concourse food vendor who has successfully completed the Fall Food Cart review,  if a site is available to begin vending during the current vending season, November 1st or later.

The Common Council of the City of Madison do hereby ordain as follows:
      Subsubparagraph i. entitled "Food Vendors" of Subparagraph a. entitled "Annual License" of Paragraph 3. of Subdivision (h) entitled "Mall/Concourse Vending Licenses and Fees" of Subsection (6) entitled "Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse" of Section 9.13 entitled "License For Selling On Public Streets" of the Madison General Ordinances is amended to read as follows:
"3.      Vending licenses and fees under each category shall be as indicated below.  A Mall/Concourse vending license shall be issued for the same duration as the regular Basic Street Vending License required under Sec. 9.13(1) and issued to the vendor under Sec. 9.13(3).
a.      Annual License - The fees for an Annual License shall be as set forth below. Annual licenses shall be issued on the fifteenth (15th) day of April each year or thereafter when applied for and shall expire on the fourteenth (14th) day of April of the year following its issuance. The license fee shall be paid to the City Treasurer:
      i.      Food Vendors:  eight hundred fifty dollars ($850.) for the full season and pro-rated to four hundred and twenty-five dollars ($425) for a license issued November 1 or later to a first-time food vendor, as described in Sec. V.E. of the Regulations Governing Vending on the State Street Mall/Capitol Concourse."
