Authorizing the Mayor and the City Clerk to enter into agreements with Abby Vans, Inc., Badger Bus Lines, Inc., Badger Cab Company, Inc., and Transit Solutions, Inc. for the purpose of providing Comlementary Paratransit Services to Metro Transit for a term of three (3) years from July 1, 2015 through June 30, 2018 with two one-year options to renew exercisable by the City for July 1, 2018 - June 30, 2019 and July 1, 2019 - June 30, 2020 that may be executed by the Metro Transit General Manager.
Body
Metro Transit is required under the Americans with Disabilities Act to provide complementary paratransit service to its fixed-route transit operations. The transit utility does not have enough capacity to meet all paratransit service demand with its directly operated service. It is also not cost effective for the transit division to operate all paratransit service due to the demand/response nature of the service. Therefore, it is proposed that the transit division continue to provide this service by means of supplemental service from private transportation providers.
WHEREAS, the City developed a request for proposals which was advertised nationally in order to obtain competitive bids for providing this service and proposals were received from nine firms; and
WHEREAS, said proposals were reviewed by transit staff and professionals in the transit industry; and
WHEREAS, Abbys Vans, Inc., Badger Bus Lines, Inc., Badger Cab Company, Inc. and Transit Solutions, Inc. were identified as the most responsive and responsible bidders, and it was determined that the services of all four firms were necessary to meet the paratransit needs of the transit division;
