Fiscal Note
The 2015 adopted Room Tax Fund budget includes $5,000 for a BandSwap event (MUNIS 12501501-54810-0000).
This resolution amends the Planning and Community and Economic Development budget to provide an additional $15,000 expenditure authority, fully offset by $15,000 in anticipated additional revenues (MUNIS Revenues -- 65112-47190; MUNIS Expenses -- 65112-54810). There will be no net impact to the 2015 Operating Budget for Expenditure Restraint Program purposes.

Body
WHEREAS, the Mayor and the City of Madison recognize the importance of promoting and sharing Madison's local music scene, encouraging professional development opportunities for our emerging talent, acknowledging Madison's music industry for the role it plays in making Madison a cultural destination and for helping to grow our economy; and
 
WHEREAS, SpokesBUZZ, a 501c3 organization that promotes music, arts and culture scene in Fort Collins, Colorado, has invited the City of Madison to participate in BandSwap because of our broad and eclectic music scene; and
 
WHEREAS, BandSwap is a collaborative event that highlights and promotes the music scenes of progressive, mid-size, mid-market of cities including through a nationwide effort with venues, media, fans and bands; and
 
WHEREAS, the City will need additional sponsorship to make Madison's participation in Bandswap 2015 possible; and
 
WHEREAS, the City will solicit partners and sponsors to help promote BandSwap as media sponsors, food sponsors, travel sponsors, and/or other sponsorships that contribute resources to help offset event expenses such as marketing, refreshments, payments to bands, venues, travel expenses; and
 
WHEREAS, after a period of open nominations, the Madison Arts Commission will select four bands to participate as finalists in BandSwap 2015 based on qualities such as musicianship, creativity, showmanship, professional dedication, career aptitude, social marketing savvy, collaborative spirit, availability, and fit; and
WHEREAS, the selected bands will perform a local show in fall of 2015; and
 
WHEREAS, one of those bands will be selected to represent Madison and travel to the next BandSwap Homecoming in Ft. Collins, Colorado.
 
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the Madison Arts Program Administrator to carry out the BandSwap project.
 
BE IT FURTHER RESOLVED that the City Arts Program Administrator, on behalf of the City, will solicit and accept sponsorships and donations to offset costs related to participation in BandSwap.
 
BE IT STILL FURTHER RESOLVED that the Mayor and City Clerk may enter into contracts for each of these sponsorships and donations to ensure the success of BandSwap.
 
BE IT FINALLY RESOLVED that the PCED budget shall be amended to reflect both new revenue and the expenses that revenue will offset for event implementation.
