Title
Accepting the Phase 1 report from Any Given Child Madison and authorizing the City's continued participation as Any Given Child Madison proceeds with Phase 2 - Capacity Building and Implementation.
Body
WHEREAS, on September 3, 2013, the Common Council adopted Resolution 13-00692 (ID 31129), authorizing the City's participation in the John F. Kennedy Center for the Performing Arts' Ensuring the Arts for Any Given Child initiative and identifying City representatives to serve on the Community Arts Team; and
 
WHEREAS, Any Given Child Madison is a collective impact project between three primary partners, the City of Madison, the Madison Metropolitan School District (MMSD), and Overture Center for the Arts, along with many other partners including: community artists, arts organizations, philanthropists, businesses, parents, and others who believe arts education is an essential part of a well-rounded education for all students and that ensuring children in Madison have equity and access to arts education benefits our City as a whole; and
 
WHEREAS, Any Given Child Madison is divided into three phases: Phase 1 - Strategic Planning, Phase 2 - Capacity Building and Implementation, and Phase 3 - Sustaining; and
WHEREAS, the Community Arts Team met from September 2013 to June of 2014 to complete Phase 1, which included conducting a community audit, creating a vision and developing goals and action steps; and
WHEREAS, Phase 1 of Any Given Child Madison identified opportunity gaps in arts education that exist among K-8 students in MMSD; and,
 
WHEREAS, the Community Arts Team concluded that some students in MMSD have the opportunity for multiple arts experiences nearly every day while others have very few; and
 
WHEREAS, the Community Arts Team determined that in order to create equitable access to a comprehensive arts education for our K-8 students, the community needs to increase its resource coordination and capacity, particularly with resources for certified arts specialists, arts integration in non-arts classrooms, and partnerships with community artists and organizations; and
 
WHEREAS, included in the report are five long-term goals that the Community Arts Team determined will support high-quality arts education as an essential part of a well-rounded education for all students including:
      A) Cultivate leaders and develop and sustain systems for access and equity
      B) Create arts-rich schools
      C) Cultivate a community network
      D) Develop an accountability system that tracks and reports Any Given Child Madison progress
      E) Advocate for arts education; and
WHEREAS, before they concluded their work on Phase 1, the Community Arts Team identified 8 action steps, for Any Given Child Madison to work on in the first year of Phase 2 that will result in strategies and benchmarks to help ensure equitable access to arts education in Madison public schools including:
      A) For the Schools
            1.Create an arts liaison network for Madison Metropolitan School District
            2. Implement an arts rich school Blueprint for schools to use as a guideline for school improvement planning
            3. Present a year-long series of Arts Integration Professional Development for educators.
      B) For the Arts Community
            1. Present Teaching Artist Training
            2. Convene the Arts Education Roundtable
            3. Present the first annual Arts Education Fair in April 2015
      C) For All
            1. Further the Any Given Child Madison Strategic Plan
            2. Advocate for Any Given Child Madison.
NOW THEREFORE BE IT RESOLVED that the Common Council accepts the Any Given Child Madison Phase 1 report outlining how our community can collectively ensure a comprehensive arts education for children in our public schools.
 
BE IT FINALLY RESOLVED that the Common Council authorizes the City's Arts Program Administrator and the Madison Arts Commission, to continue to work with MMSD's Fine Arts Coordinator, Overture Center's Director of Programming and Community Engagement, and other stakeholders on Phase 2 - Capacity Building and Implementation of the Any Given Child Madison initiative.
