Title: Authorizing the Mayor and City Clerk to amend the contract with Kimley-Horn Associates for parking and traffic impact evaluation consultant services related to the implementation of the East Washington Avenue Capitol Gateway Corridor Plan, projects within the Capitol East District, and evaluating parking and traffic impacts within the Capital East District and the South Capitol Transit-Oriented Development (SCTOD) Planning District.

Fiscal Note
Total funding of $90,000 for this planning project will be funded as follows:
 
- The 2015 adopted capital budget of the Department of Planning and Community and Economic Development agency (DPCED) authorizes expenditures of $100,000 for project management, marketing and outreach efforts in the TID 36 development area (Project No. 15, "TID 36 - Capitol Gateway Corridor").  $25,000 of this amount will be used for those Kimley-Horn consultant services that are included in the TID 36 development area.
 
- $25,000 of Parking Utility reserve funds will be utilized for development of the Park+ model.
 
- $25,000 of Parking Utility reserve funds will be utilized for parking and traffic impact analysis, both  inside and outside the TID 36 development area.
 
- $15,000 of Parking Utility reserve funds will be utilized for data collection to support Park+ model development and deployment, and to support traffic impact analysis.

Body
WHEREAS the Common Council adopted Resolution ID 35852 on February 3, 2015, which accepted SCTOD District Planning Study Final Report, Executive Summary (Report of the South Capitol District Planning Committee) and the recommendations contained within; and
 
WHEREAS the SCTOD District Planning Study evaluated transit-oriented development planning (building upon the Downtown Plan recommendations), evaluation of supporting bicycle, pedestrian and roadway facilities in the SCTOD district pedestrian crossings of John Nolen Drive, intersection improvements (at John Nolen/Williamson, John Nolen/Broom and John Nolen/North Shore) and potential modifications to Wilson Street; and
 
WHEREAS the Kimley-Horn consultant team developed a number of planning and design alternatives for the various SCTOD project elements; and throughout the extensive public/stakeholder input process, concerns were raised about the future development and additional parking expected in the Capitol East District and how that would impact traffic, bicycle and pedestrian conditions in the SCTOD Planning District; and
 
WHEREAS Kimley-Horn will assist the City of Madison with the evaluation and planning for future parking investments and parking management strategies within the Capital East District, including the development of a parking demand modeling platform (Park+), analysis of future parking demand scenarios and traffic impacts on arterial streets within that District and the SCTOD Planning District; and
 
WHEREAS Kimley-Horn Associates was hired through a competitive process in 2009 to complete the aforementioned activities; and
 
WHEREAS, the existing contract with Kimley-Horn Associates expired in late 2014 and the City desires to continue parking and traffic impact evaluation services noted above with the aforementioned consultants; and
 
WHEREAS, MGO 4.26(4)(a) 7 notes that "the City may enter into negotiated contracts without a competitive bidding process for the purchase of services if a particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant."
 
NOW THEREFORE BE IT RESOLVED that the Mayor and Common Council does hereby authorize the amendment of the contract with Kimley-Horn Associates for an amount of $90,000 consultant services related to the implementation of the East Washington Avenue Capitol Gateway Corridor Plan, projects within the Capitol East District, and evaluating parking and traffic impacts within the Capitol East District and the South Capitol Transit-Oriented Development (TOD) Planning District.
 
BE IT FINALLY RESOLVED that the Mayor and City Clerk are authorized to execute, deliver, accept and record any and all documents and take such other actions as shall be necessary or desirable to accomplish the purpose of this resolution in a form approved by the City Attorney.
