Title
A substitute Resolution authorizing amendments to the “Regulations Governing Vending on the State Street Mall/Capitol Concourse” to allow Mall/Concourse Food Vendors with a Saturday site to place vending carts in their assigned site beginning at 12:00 a.m.
Body
WHEREAS, Under sec. 9.13(6) of the Madison General Ordinances, the Vending Oversight Committee (VOC) is empowered to promulgate regulations not inconsistent with Sec. 9.13, governing the sale of goods and personally prepared food on the State Street Mall and Capitol Concourse; and

WHEREAS, pursuant to Sec. 9.13 the Common Council must approve the regulations promulgated by the VOC; and

WHEREAS, the regulations are published in documents entitled “Regulations Governing Vending on the State Street Mall/Capitol Concourse;” and

WHEREAS, at its meeting on September 24, 2014 the VOC promulgated amendments to these Regulations as set forth below, using underlines to show new text and strike-outs to show deleted text;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approve the following amendments to the “Regulations Governing Vending on the State Street Mall/Capitol Concourse” recommended by the Vending Oversight Committee:

1. Amend Regs, section IX. B.1.:

B. Removal of Carts and Vending Equipment

1. All vending equipment (i.e., carts, tables, apparatus, etc.) shall be removed from the State Street Mall/Capitol Concourse during the hours in which vending is not permitted, as specified in sec. 9.13(6)(l)1. of the Madison General Ordinances.

2. Amend Regs, sec. IX.B.2.b.

2. Leaving Vending Equipment Unattended.

b. Food vendors may leave the vending site unattended during lawful vending hours for a maximum of ninety (90) minutes, and Mall/Concourse Food Vendors with an assigned site on Saturdays may park and leave the food cart in their assigned site between the hours of 12:00 a.m. and 5:00 a.m. on Saturdays only, from the third Saturday ...
