Title
Amending Section 3.20(2)(a)1.and repealing Section 3.20(5) of the Madison General Ordinances to remove the establishment of the Emergency Planning Staff Team.

DRAFTER'S ANALYSIS: This ordinance removes the establishment of the Emergency Management Planning Staff Team. All of the requirements under subsection (5) that are being repealed are found throughout the current ordinance, specifically in (4)(c) and (6)(a) and can be established through current City staff.

The Common Council of the City of Madison do hereby ordain as follows:
1. Paragraph 1. of Subdivision (a) of Subsection (2) entitled "Definitions" of Section 3.20 entitled "Emergency Management" of the Madison General Ordinances is amended to read as follows:
"1. A select agent that is a virus, bacterium, rickettsia, fungus, or toxin that is specified under 42 CFR 72, Appendix A and all subsequent and amendments."
2. Subsection (5) entitled "Emergency Management Planning Staff Team" of Section 3.20 entitled "Emergency Management" of the Madison General Ordinances is hereby repealed.
EDITOR'S NOTE:
Section 3.20(5) currently reads as follows:
"(5) Emergency Management Planning Staff Team.
(a) Membership.
The Emergency Management Planning Staff Team shall consist of the following individuals or their designees: City Attorney, City Engineer, Finance Director, Fire Chief, Police Chief, Street Superintendent, Fleet Service Superintendent, Building Inspection Director, Director of Public Health, Forestry Supervisor. With approval of the Mayor, the Planning Team may be expanded to include other City agency heads.
(b) Duties Performed Under the Direction of the Emergency Management Coordinator.
1. Develop an organized and comprehensive emergency plan for the City.
2. Assess risks and potential risks and hazards.
3 Prepare and maintain a resource inventory.
4. Coordinate with organized volunteer groups and businesses regarding emergency operations.
5. Prepare the City to manage emergencies from mitigation and preparedness to response and recovery."
