Fiscal Note
There is no net impact on the City levy.  The resolution reallocates funds from Miscellaneous Appropriations -- Improvement Initiatives, Human Resources - Citywide Travel and Training and the Mayor's Office - Purchased Services to the Community Development Division (CDD) to provide support to the United Way HIRE Initiative.  The 2014 operating budget will be amended as follows:

Amending the City's 2014 Adopted Operating Budget to re-appropriate $25,000 from Various Appropriations to the Community Development Division for the United Way HIRE Initiative.

BACKGROUND
 
The 2014 adopted operating budget includes $25,000 under Miscellaneous Appropriations for Improvement Initiatives.  Based on anticipated expenditures for 2014, $9,000 of this amount remains available in 2014.  The Human Resources budget includes $8,000 for city-wide travel and training which remains available.  The Mayor's Office budget is expected to have $8,000 available in purchased services.
 
Over the next three years, the United Way HIRE Initiative is an effort to reduce poverty through the following strategies:
 
1.      Create a coalition of employers committed to hiring 240 people with varying skills and experience, with focused outreach to engage men and women of color.  Ideally, these jobs will have paid on-the-job training.
2.      Expand openings in employment partner agencies' job training programs for industries with current job growth, notably construction, commercial driving, food service and customer service.
3.      Add employment coaches to connect and support employers and low-income adults in employment, early childhood and housing initiatives who are unemployed or underemployed.
4.      Increase housing stability through Housing First which provides rent subsidies for families at risk of homelessness so that they can retain employment.
 
The HIRE Initiative is securing private support toward this effort.  The City would provide a lead grant of $25,000 to assist with this effort.
 
ACTION
 
WHEREAS, the Mayor and Council have budget and policy priorities in the areas of poverty reduction, increased job training and employment opportunities, and housing stability; and,
 
WHEREAS, the United Way HIRE Initiative is a focused effort to reduce poverty through employment, training, and housing; and,
 
WHEREAS, the United Way HIRE Initiative is securing private support; and,
 
WHEREAS, the following appropriations in the 2014 adopted City operating budget are expected to have available funds: Improvement Initiatives -- $9,000, city-wide travel and training in Human Resources -- $8,000, and purchased services in the Mayor's Office budget -- $8,000; and,
 
WHEREAS, $25,000 of City support for the HIRE Initiative would serve as a lead grant in conjunction with multiple City investments in Affordable Housing, Housing First, Construction Employment, Youth Employment, reduction in waiting lists for child care assistance, and homelessness services; and,
 
WHEREAS, the Community Development Division (CDD) will enter into a contract with United Way that will conform to relevant provisions in other community services contracts, including audit and performance requirements; and,
 
WHEREAS, the United Way will provide regular updates to CDD regarding progress of the HIRE Initiative towards its goals;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council authorizes CDD to provide a grant of $25,000 to the United Way HIRE Initiative, under a 2014 contract for services in 2014 and the first few months of 2015, and authorizes the Mayor and City Clerk to execute a contract with United Way for these services; and
 
BE IT FURTHER RESOLVED, that the City's 2014 Adopted Operating Budget be amended to re-appropriate funds from Miscellaneous Appropriations - Improvement Initiatives and the Human Resources and the Mayor's Office budgets to CDD, as follows:
