Expenditure authorization related to this purchase is included in the 2014 Parks Division Operating Budget. Funding in 2015 is included in the 2015 Parks Division Operating Budget.

To authorize the City to enter into an agreement with Carrico Aquatics Resources, Inc. to pay for chemicals used at the Goodman Pool, Elver Splash Park and Reindahl Splash Park in 2014 and 2015.

Preamble
Carrico Aquatics Resources, Inc (Carrico, hereafter) has supplied water management service and chemicals to the City of Madison's Goodman Pool (City, hereafter). The City needs the supplied chemicals to maintain a safe and clean public pool facility in a cost-effective manner. Carrico has met these supply needs by providing delivery of chemicals, installation support, operator training, and routine service visits. For provision of these services and supplies in 2014 and 2015, the cost of chemicals is $32,250 per year.
WHEREAS, Carrico has been deemed a sole source provider in the past by City Purchasing for the provision of chemicals; and
WHEREAS, Carrico provides tablet based chlorine for the Pool and Splash Parks, which is safer for staff and patrons due to a controlled release of the chemical; and
WHEREAS: A Purchase Order under a sole source cannot be created for payment of these invoices without Council action because they exceed $25,000; and
WHEREAS, the Parks Division will evaluate the potential of creating a competitive process for the provision of chemicals for the Goodman Pool, Elver and Reindahl splash parks.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk or the Designee of the Finance Director, as appropriate, are hereby authorized to execute a sole source Purchase of Services Contract, in a form approved by the City Attorney, with Carrico Aquatics, Inc. for the purchase of chemical service and supplies provided to the City at Goodman Pool, Elver and Reindahl Splash Parks in 2014 and 2015.
