PREAMBLE



The City of Madison plans to complete utility replacement with street resurfacing on Emil Street from Damon Road to the west end. Due to water and sewer service requirements for businesses, City Engineering proposes to allow the Contractor to work between the hours of 7:00 PM to 7:00 AM. The work taking place on this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:

1. Water and sewer service connections are needed to take place outside of normal business operation to avoid business closures.

2. Waste water sewer bypass pumping for sanitary sewer replacement will require pumping of waste water from the Damon Road and Emil Street intersection to the downstream manhole in the intersection of Emil Street and Fish Hatchery Road. This work will greatly impact daily traffic on Fish Hatchery Road during normal work hours


The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:

1. Water main and water service shut-offs and reconnections.

2. Set up for waste water bypass pumping with Fish Hatchery Road.


The estimated Dates are as follows:

1. Waste water bypass pumping set up - mid March.

2. Utility installation and services - March-April.



These date ranges are approximate, and will be more clearly defined as the work areas are identified or as weather and unforeseen circumstances dictate.

Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction.
