This Resolution accepts a planning study document. Staff resources from the Department of Planning & Community & Economic Development, Traffic Engineering, City Engineering and Parks Division may be necessary to provide support for future planning and/or engineering work on specific elements recommended in the planning study document. Any future expenditure associated with implementation of specific project elements will require further Council approval.

Accepting the South Capitol Transit-Oriented Development (TOD) District Planning Study Final Report, Executive Summary (Report of the South Capitol District Planning Committee) and the recommendations contained within.
Body
WHEREAS the South Capitol TOD District Planning Study evaluated transit-oriented development planning (building upon the Downtown Plan recommendations); site evaluations for an intermodal transit terminal, evaluation of supporting bicycle, pedestrian and roadway facilities in the South Capitol TOD district, including the lakeshore bicycle/pedestrian path, pedestrian crossings of John Nolen Drive (to access Law Park and Lake Monona); intersection improvements (at John Nolen/Williamson, John Nolen/Broom and John Nolen/North Shore) and potential modifications to Wilson Street; and,
WHEREAS throughout the planning process, the South Capitol District Planning Committee provided oversight of the study process, City staff and the consultant team’s work; the Committee guided the study’s citizen participation process; and
WHEREAS the Kimley-Horn consultant team developed numerous planning and design alternatives for the various SCTOD project elements; and the South Capitol District Planning Committee reviewed these alternatives, with extensive public/stakeholder input provided during the course of the project; the Committee has developed numerous recommendations to the Mayor and the Common Council on the consultant’s report and follow up actions that may be needed, including:
