Title
Authorizing the Mayor and City Clerk to sign a services contract for a police mobile communications upgrade with New World Systems Corporation.
Body
WHEREAS, in 1997 the City began using New World Systems, Inc. ("New World") for its Police Records Management System (RMS), and in 2011 through a competitive selection process New World was selected as the vendor to completely upgrade this system. This comprehensive Windows-based RMS system upgrade incorporated a total project cost of $996,000 as authorized by Resolution No: RES-11-00754; and
WHEREAS, the current mobile product facilitates communications between officers and dispatch, as well as the ability to query a subject's local, criminal, driver's license and vehicle records, and to perform in-squad field reporting. A mobile upgrade is vital for police operations and New World is the only vendor that can provide these services; and
WHEREAS, under MGO 4.26 Common Council approval is needed because the value of the services exceeds $25,000 and a competitive selection process was not used for this specific project. This project meets two exceptions to the competitive selection requirement because the services can only be provided by New World (MGO 4.26(4)(a)2.) and New World has provided similar services in the past (MGO 4.26(4)(a)7.); and
WHEREAS, funding has already been allocated in the capital budget to increase mobile client licenses and vendor upgrade services for this project; and
WHEREAS, New World has provided a quote of $75,180 to provide the licenses and services.
NOW, THEREFORE, BE IT RESOLVED that the Common Council approves the service contract, and the Mayor and City Clerk are authorized to execute a service contract with New World Systems, Inc. for the purposes described herein.
