This amendment provides $60,000 in funding from the Contingent Reserve to the 2014 operating budget for Miscellaneous Appropriations to support the Capitol Area Regional Planning Commission (CARPC).

Funding of $60,000 is available in the 2014 adopted City operating budget, which has appropriated $1,200,000 in funding for the Contingent Reserve. The current uncommitted balance in the Contingent Reserve is $724,387 which will be reduced to $664,387 upon the adoption of this amendment. There is no net impact on the tax levy.

The 2014 City operating budget will be amended as follows:

Body
WHEREAS, the City of Madison and the Dane County region have received substantial benefit from the Capitol Are Regional Planning Commission (CARPC), and

WHEREAS, roughly sixty percent of CARPC’s work relates to water quality planning, and

WHEREAS, CARPC led an effort of twenty-seven governmental, business and non-profit entities to come together seek funding for collaborative and multi-faceted approaches to regional challenges, and

WHEREAS, this effort led to CARPC receiving a three-year, $2 million grant, expanding the partnership to almost 40 organizations including local governments, the United Way, Centro Hispano, Mentoring Positives, and the Urban League, and using this partnership to address issues such as equitable access to opportunities, and

WHEREAS, CARPC has produced, among other things, a Fair Housing Equity Assessment, a Market Demand study looking at Bus Rapid transit and other walkable transit-supportive communities, and a report on sustainability indicators, and
