Rescinding Substitute Resolution 53,159, ID# 19093 adopted by Common Council on 4/16/96, requiring the submittal of attendance reports in September and March of every year.
 
Body
WHEREAS,  the Common Council adopted Substitute Resolution 53,159, ID# 19093 on April 16, 1994 requiring that committee staff submit a list of attendance for the previous 6 months by meeting of all members of a standing committee, board or commission in September and March of every year and submitted to the Mayor and Common Council offices; and,
 
WHEREAS, the Common Council adopted changes to Madison General Ordinance 33.01 on March 17, 2009 (ORD-09-00051) that make the requirements of Substitute Resolution 53,159 unnecessary:
 
MGO 33.01 (8) Attendance, Quorum and Voting.
(b) The chair of each board, commission, and committee (or staff if delegated by the Chair) shall report to the Mayor and Common Council Office each instance in which a member is absent from three consecutive meetings or five (5) meetings out of twelve (12). For purposes of this reporting only, a called meeting that is not held due to lack of a quorum shall count toward a missed meeting by any member not present. The Mayor shall take appropriate action to secure the attendance of such members including, in the Mayor's discretion, requesting their resignation or requesting that the Council remove the person from the Sub-unit;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council rescinds Substitute Resolution 53,159, ID# 19093, resolving that in September and March of every year (beginning in September 1994) a list of the attendance for the previous 6 months by meeting of all members of a standing Committee, Board or Commission be prepared by the lead staff to such bodies and submitted to the Mayor's office and the Common Council Office.
