Fiscal Note
This resolution will amend the 2014 City adopted operating budget by reallocating $13,000, which was provided in the Miscellaneous Appropriations in the 2014 Operating Budget for the purpose of supporting operations of the new Dane County Day Resource Center, to the Community Development Division budget for use to extend existing contracts with specified agencies that are providing a variety of interim services to homeless persons.  The funds will be used to reimburse actual expenses incurred by contracted non-profit organizations. There is no net impact upon the City levy.

Amending the 2014 City adopted operating budget by reallocating $13,000 from Miscellaneous Appropriations to the Community Development Division operating budget and authorizing the Mayor and City Clerk to use those funds to amend existing contracts with the Tenant Resource Center, Inc. , as the fiscal agent for Shine608, Inc. to provide storage locker space at the Social Justice Center ($5,600), and with the Center for Community Stewardship, as the fiscal agent for Project Bubbles, to provide laundry services ($5,400),  and to transfer $2,000 to Dane County Human Services to continue the provision of support service outreach by Shine608 at the downtown Central Library Branch, in order to maintain these support services to homeless persons pending the expected November 1, 2014 opening of the County Day Resource Center.
Body
The Dane County Department of Human Services is seeking to establish a day-time resource center to provide and coordinate support services to homeless persons in the area.  The Mayor and the Common Council appropriated $50,000 in the City's 2014 Operating Budget to support the operations of the day resource center, which was anticipated to open on or about July 1, 2014.  The Mayor and the Common Council also appropriated $28,100 to support a variety of specified services for homeless persons (laundry, portable restrooms, storage locker space and transportation) for the period of time until the day resource center was opened.  
 
The Community Development Division contracted with the Tenant Resource Center, Inc., as the fiscal agent for Shine608 Inc., and provided $6,880 to rent space at the Social Justice Center to provide short-term storage for homeless persons. This activity has served approximately 90 homeless individuals who have used the facility, which is open twice daily, to temporarily store personal possessions.
 
CDD contracted with the Center for Community Stewardship, as the fiscal agent for Project Bubbles, and provided $8,100 for twice-weekly laundry services operated by volunteers at a near-eastside laundromat.  Funds are used for supplies and the cost of using the machines.
 
CDD collaborated with Dane County Human Services and jointly funded transportation services to help connect homeless persons with a variety of service locations in the city.   Similarly, CDD and Dane County Human Services jointly funded outreach efforts, including those provided by Shine608, Inc. at the downtown Central Library Branch, designed to connect homeless persons with available services.  City funding ($15,000) was provided from funds available in the 2013 operating budget and were allocated under the Emerging Opportunities Program funding process.  Those funds were supplemented, in 2014, with monies ($5,000) reallocated from the Miscellaneous Appropriations.
 
Subsequent to adoption of the City budget, the projected opening date of the day resource center was delayed until November 1, 2014.  That development reduces the need for funding in 2014 to operate the facility, however, it lengthens the period of time during which the previously described interim services are needed.
 
This resolution would authorize CDD to amend the contract with the Tenant Resource Center, Inc. as the fiscal agent for Shine608, and add $5,600 to the contract, to maintain space for storage lockers through October 31, 2014.  It would authorize CDD to amend the contract with the Center for Community Stewardship, as the fiscal agent for Project Bubbles, and add $5,400 to the contract, to continue laundry services through October 31, 2014.  And, it would authorize CDD to transfer $2,000 to Dane County Human Services to supplement additional county funding to be made available for the purpose of paying Shine608, Inc. to continue to provide outreach services to homeless persons at the downtown Central Library Branch.  
 
Current arrangements regarding portable restroom facilities and transportation services are believed sufficient to continue until November 1, 2014.  This resolution proposes no changes affecting them.  Adoption of the resolution would leave up to $32,000 remaining in the Miscellaneous Appropriation and available to support the operation of the day resource center upon its opening later this year.
 
Action:
WHEREAS, the Common Council has adopted a five-year Community and Neighborhood Plan (Consolidated Plan) which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address these problems including providing outreach to unsheltered homeless persons and case management to those sleeping in emergency shelters to help connect homeless persons with housing; and
 
WHEREAS, the Community Development Division works collaboratively with Dane County government and non-profit homeless service providers to help meet the needs of homeless persons; and
 
WHEREAS, the Mayor and the Common Council provided $50,000 in the City's 2014 Operating Budget, under Miscellaneous Appropriations, to support the cost of operating a new Dane County day resource center serving homeless persons, which was expected to open on or about July 1, 2014; and
 
WHEREAS, the Mayor and the Common Council also provided $38,100 in the Operating Budget to provide specified interim services for homeless persons during the period of time prior to the opening of the day resource center; and
 
WHEREAS, subsequent to adoption of the City's budget the scheduled opening of the day resource center has been delayed to November 1, 2014; and
 
WHEREAS, the delayed opening of the resource center reduces its need for operating support for 2014, but lengthens the period of time during which interim services to homeless persons are needed,
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council authorizes the reallocation of $13,000 from the Miscellaneous Appropriation in the 2014 Operating Budget, which was intended to support the operation of the County day resource center, to the Community Development Division budget for the purpose of extending existing contracts and agreements with the Tenant Resource Center, Inc., on behalf of Shine608, Inc., for storage locker space ($5,600); with the Center for Community Stewardship, on behalf of Project Bubbles, for laundry services ($5,400) and with Dane County Human Services, to fund Shine608 outreach services at the downtown Central Branch Library ($2,000), pending the opening of the day resource center, and
 
BE IT FURTHER RESOLVED that the Common Council authorizes the Mayor and the City Clerk to execute contract amendments with service providers and make other arrangements to ensure the extension of those interim support services until November 1, 2014.
 
Now, be it further resolved that the 2014 adopted City operating budget be amended to re-appropriate funds from Miscellaneous Appropriations: County Day Shelter to the Community Development Division, as follows:
