Fiscal Note

The 2014 adopted operating budget of the Community Development Division provides for the expenditure of $32,000 for a pilot program to provide youth support services for the Municipal Court, funded via an Inter-Departmental transfer of funding from the Municipal Court fees revenues to the Community Development Division.  No additional appropriation is required.

Title

Approving the expenditure of up to $32,000 from the adopted 2014 City of Madison Operating budget of the Community Development Division for contracts with non-profit agencies for the provision of support services to youth and their families involved in the Madison Municipal Court system and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated projects.

Body

WHEREAS, the adopted 2014 Municipal Court Operating Budget included $32,000 funds for an interdepartmental payment to the Community Development Division for the provision of youth services to be provided by non-profit agencies; and,

WHEREAS, the Community Development Division subsequently issued a Request for Proposals for $32,000 in Madison Municipal Court Youth and Family Services funds, with an application due date of May 12, 2014; and,

WHEREAS, an RFP review team evaluated the submitted proposals, and finalized its recommendations for the following program allocations at its meeting on May 20, 2014:

·      Centro Hispano of Dane County: Up to $8,000 for family counseling and case management services for youth and families referred by Municipal Court; and

·      Youth Services of Southern Wisconsin: Up to $24,000 for supported community service, pre-employment/job placement, and life skills training for youth and families referred by Municipal Court.

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the Madison Municipal Court Youth and Family Services funding allocations detailed above, as recommended by the RFP review team; and,

BE IT FURTHER RESOLVED, that the Mayor and the City Clerk are authorized to execute agreements with the above listed agencies (or their fiscal agents) for the described activities.
