Title: Amending Section 3.53(6)(h) of the Madison General Ordinances to remove the monetary expenditure requirement for a double-fill position.

This amendment removes one of the criteria that invokes the requirement for Council approval of a double-fill position, which will result in fewer resolutions being processed.  There is no fiscal impact anticipated.

DRAFTER'S ANALYSIS:  This amendment removes the monetary expenditure requirement for a double-fill position and resolves an inconsistency between the ordinance and the Personnel Rules.  When Council approval is required, the resolution prepared by Human Resources normally indicates the length of time for the double-fill.

The Common Council of the City of Madison do hereby ordain as follows:
      Subdivision (h) of Subsection (6) entitled "Types of Appointments" of Section 3.53 entitled "Civil Service System" of the Madison General Ordinances is amended to read as follows:
"(h)      The Human Resources Director, with the approval of the Mayor, and of the Common Council if the action requires the expenditure of more than $2000 and/or term is for longer than thirty (30) days, is authorized to double-fill any position for a period not to exceed forty-five (45) calendar days unless such period is extended by action of the Common Council."
