Fiscal Note
The 2014 adopted operating budget of the Community Development Division (CDD)/CDBG Office authorizes expenditures of $51,500 to support operations and programming of the Theresa Terrace Neighborhood Center, of which $26,500 is committed for 2014 under this Resolution.  In 2015, additional funds will be required to fully operate and program the Center.  The amount is currently unknown as a budget for 2015 has yet to be developed, but is likely to be in the range of $100,000.  This funding will be included in the CDBG operating budget, subject to approval by the Common Council.  No additional appropriation is required at this time.

Body
WHEREAS, in February 2013, the City of Madison purchased a duplex located at 1409/1411 Theresa Terrace with the intention of converting it  to a neighborhood center; and
 
WHEREAS,  a series of subsequent community meetings facilitated by the district Alderman and City staff gathered resident input regarding the needs in the neighborhood and priorities for services to be provided at the neighborhood center; and
 
WHEREAS, in October, 2013 the City of Madison contracted with Isthmus Architecture to assess the capacity of the duplex to accommodate the desired uses of a neighborhood center and to prepare conceptual designs to guide the renovation of that structure; and
 
WHEREAS, in February, 2014 the Common Council endorsed a plan to demolish the duplex and build a new center and to contract with Isthmus Architecture to develop final design plans and constructions documents; and
 
WHEREAS, the  City of Madison 2014 Operating Budget allocated $51,500 for basic operating costs and some programming for the new Theresa Terrace neighborhood center of which approximately $25,000 is to be used to support costs associated with the provision of summer programming for neighborhood youth prior to the opening of a center; and
 
WHEREAS, it is anticipated that construction of the neighborhood center will be completed in February 2015 and that the City's 2015 operating budget will allocate funds to support its operation as well as the provision of some programming at the center; the details of which will be determined by City staff in consultation with the center's operator; and
 
WHEREAS, the City of Madison issued an RFP on March 31, 2014 seeking proposals from non-profit organizations experienced in operating a neighborhood center to operate the new Theresa Terrace neighborhood center and provide some programming at the center; and
 
WHEREAS, staff from the Community Development Division and the Mayor's Office evaluated and scored the sole response to that RFP, submitted by the Wisconsin Youth Company, which currently operates the Wisconsin Youth & Family Center on McKenna Blvd.; and
 
WHEREAS, the Division established and sought additional input from a community review panel comprised of the district Alderman, a representative from the area's Neighborhood Resource Team, a resident from the neighborhood, a representative from an established neighborhood center in Madison, and two CDD staff; and
 
WHEREAS, the community review panel conducted a meeting in the neighborhood in which it received a presentation from the Wisconsin Youth Company, reviewed and discussed the staff evaluation of the WYC's proposal and provided an opportunity for neighborhood residents to ask questions about and comment on that proposal and the WYC's vision for the new center; and
 
WHEREAS, both the Staff team and the community review panel concluded that the Wisconsin Youth Company should be recommended to the Mayor and the Common Council to be the operator of the new Theresa Terrace neighborhood center.
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the Common Council hereby approve the selection of the Wisconsin Youth Company as the designated operator of the new Theresa Terrace neighborhood center, and
 
BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and City Clerk to enter into a contract with the Wisconsin Youth Company for the period beginning June 1, 2014 through December 31, 2015 to fulfill the role of the operator of the neighborhood center on Theresa Terrace, and
 
BE IT FURTHER RESOLVED, that the Wisconsin Youth Company be authorized to utilize up to $26,500 from the City's 2014 operating budget for the period from June 1 through December 31, 2014 to support costs incurred for outreach and planning activities, and be directed to work with Community Development staff to prepare an operating budget for 2015 for consideration by the Mayor and the Common Council within the City's 2015 budget process.
