Title
Authorizing the Mayor and City Clerk to sign a contract with Vision Government Systems, Inc. for software and implementation services for a new Property Assessment System for the City Assessor's Office.
Body
WHEREAS, the City is currently using software for purposes of appraisal and property assessment that was developed in-house during the early 1990's; and
 
WHEREAS, the capabilities of this software are limited in keeping with contemporary practices of property data management, sales analysis, and property valuation; and
 
WHEREAS, the architecture of the current system is more than 20 years old and at the end of its useful life; and
 
WHEREAS, Vision Government Systems, Inc. ("Vision") was selected by a team of city staff based upon a review of available vendors in this market, past procurement efforts of the City and County, and a competitive selection conducted by the City of Brookfield, Wisconsin. MGO 4.26 allows the City to select a vendor for services over $25,000 based upon a competitive process used by another government entity, with the approval of the Finance Director or designee and such approval has been given; and
 
WHEREAS, MGO 4.26 requires Common Council approval for a service contract that exceeds three years and while the implementation services are expected to be completed in (insert time), the City will require ongoing software maintenance and support services for the lifetime of the software;
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to execute all necessary contract documents with Vision Government Systems, Inc., at a price not to exceed $535,000.00 for the initial software purchase and implementation services for a new property assessment software system; and
 
BE IT FURTHER RESOLVED, that the Finance Director (or designee) is authorized to execute a contract amendment or change order, if needed, that does not exceed the budgeted funding for this project; and
 
BE FINALLY RESOLVED, that the appropriate city official(s) or staff as authorized by MGO 4.26 are authorized to execute service contract(s) for maintenance and support, for the lifetime of the software/system, in a form approved by the City Attorney.
