Revenues associated with the scheduling fees related to this contract have been included in the General Fund Revenues section of the Operating Budget.  Additional capital funding will be budgeted for as a part of the Parks Division's Capital budget process going forward. There is no anticipated impact upon the tax levy.

Preamble
 
The Madison Ultimate Frisbee Association (MUFA), has worked with the City of Madison for a number of years for the use numerous fields across the park system for league play. Both parties recognize the continued growth of the sport and the need to schedule the fields in a manner that allows them to be well maintained.  Both parties desire to enter into a contractual agreement that will provide MUFA priority access to scheduling fields and will provide the City additional funding via capital contributions from MUFA for the restoration efforts of fields used by MUFA.  The fees will be used only for the reconstruction and improvement of fields that are covered by this agreement.  MUFA would like to create this contractual relationship with the City whereby MUFA will be granted the non-exclusive right to the use of designated park facilities, pay an agreed upon fees for the use of park facilities, collect a capital improvement fee from MUFA participants, and agree to certain conditions of use.   
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into a one-year agreement with MUFA for the use of City parkland for the 2014 programming season, with two additional one-year renewals available for the 2015 and 2016 programming seasons, on a form and in a manner that has been approved by the City Attorney and Risk Manager.
