Fiscal Note
Funding of $125,000 for the 2014 contract is included in the 2014 Monona Terrace Operating Budget.  Funding for subsequent years in the 10 year contract will need to be budgeted each year.
Title
Authorizing the City to execute a Steam Energy Utility Service contract for a 10 year term of service provided by the State of Wisconsin Department of Administration.
Body
WHEREAS, without steam service Monona Terrace could not operate the building at an amenable temperature; and
 
WHEREAS, funding for steam service is provided for each year as part of the adopted Monona Terrace operating budget; and
 
WHEREAS, City Purchasing Ordinances provide under sec. 4.26(4)(b), of the Madison General Ordinances that, if the aggregate amount of the fee for services in a contract exceeds $25,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and must be approved by the Common Council; and
 
WHEREAS, the proposed contract with the State of Wisconsin Department of Administration meets the exception to the bidding process in section 4.26(a)2 which states "The service required is available only from one person or firm";
 
NOW, THEREFORE, be it resolved that the Mayor and City Clerk are authorized to execute a service contract, for a term of 10 years for Steam Energy Utility Service from the State of Wisconsin Department of Administration at a price determined by the mutually agreed upon contract rate formula for the duration of the contract term.  The total spent in 2013 was $122,132.
