The 2014 adopted operating budget of the Community Development Division authorizes expenditures of $200,000 for the Emerging Opportunities Program. This Resolution allocates $100,000 of the authorized funding. No additional appropriation is required.

Approving the provision of up to $100,000 in 2014 Emerging Opportunities Program (EOP) funds to agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the designated projects.
Body
The adopted 2014 Community Development Division (CDD) Operating Budget included $200,000 in Community Agency Contracts expenditures for projects to be funded with Emerging Opportunities Program funds in two cycles, as established in RES-13-00574 (Legistar # 30635, 7/22/2013). This Resolution allocates half of those funds.

WHEREAS, the adopted 2014 CD Division Operating Budget included $200,000 in program expenditures for EOP-funded Community Agency Contracts; and,

WHEREAS, the CD Division subsequently issued a Spring Request for Proposals for $100,000 in Emerging Opportunities Program funds, with an application due date of February 17, 2014; and,

WHEREAS, the Community Development Division Conference Committee reviewed the submitted EOP proposals (which included over $900,000 in total funding requests), and finalized its recommendations for the following program allocations at its meeting on March 19, 2014:

· 100state: up to $5,000 for youth engagement in an Entrepreneurship Summer Camp.
· ARC Community Services Inc: up to $5,000 for a south Madison program to promote healthy relationships and support victims of domestic violence.
· Black Male Collaborative: up to $8,000 for efforts to engage black males in community action.
· Brentwood Community Action Coalition: up to $5,000 for offering basic child care training to support parents in learning about child development.
· Centro Hispano of Dane County: up to $8,000 for Latina youth and families programming...
