Fiscal Note
The Madison Police Department (MPD) estimates that the earlier Preservice Academy start date will result in additional costs of $67,725, primarliy for personnel-related expenses. These costs are not included in the 2014 adopted operating budget of the Police Department. As such, a budget amendment authorizing the additional appropriation may be required later in the year depending on the overall status of the MPD budget following a third-quarter analysis.

WHEREAS, after more than a decade of starting the Preservice Academy annually in May, in 2013 the Police Department moved the start date of the Preservice Academy to mid-October; and,
WHEREAS, utilizing a mid-October start date results in recruits availability for solo patrol at the end of the following June; and,
WHEREAS, the Police Department recognizes that ensuring that recruits are available for solo patrol at the beginning of June would provide significant additional resources during peak summer months while permitting current employees to utilize vacation days; and,
WHEREAS, during the 2013 Preservice Academy adverse weather conditions were such that certification in Emergency Vehicle Operation and Control (EVOC) was at risk of incompletion due to icy conditions that reduced the options for training at higher speeds; and,
WHEREAS, these same weather conditions resulted in increased costs as well as risk to employees who needed to be outdoors and/or on the ground during the training; and,
WHEREAS, the EVOC training cannot be scheduled prior to other base knowledge of training in areas such as Constitutional Law, Traffic Law, Professional Communications, etc.; and,
WHEREAS, rifle training outdoors at the firing range was also impacted by adverse weather conditions; and,
