Fiscal Note
On January 2 of 2014, the County of Dane notified the City of Madison of a significant increase in the fee to be charged for the composting of leaves and yard waste collected by the Streets Division. Effective January 1 of 2014, the annual compost fee will be increased from the anticipated $51,617.50 to a new level of $252,691.13. This would result in a 2014 Streets Division Operating Budget shortfall of approximately $200,000. The attached resolution would authorize the City to alternatively contract with Circle B Incorporated for the composting services. Streets Division management estimates that this service could be provided at a cost of $70,000 above the 2014 Operating Budget level, thereby reducing the anticipated shortfall from $200,000 to a smaller level of $70,000. An additional appropriation of $70,000 (instead of $200,000) would therefore be sought in the anticipated November 2014 comprehensive year end budget amending resolution. The marginal costs of $70,000 would be comprised of $65,000 more for composting services, and $5,000 for Fleet Service charges for fuel and maintenance.

WHEREAS The Streets Division will collect approximately 20,000 tons of leaves and yard waste in 2014; and
WHEREAS leaves and yard waste cannot be sent to the landfill but must be composted by Wisconsin State Statutes; and
WHEREAS Dane County increased the annual fee charged the City of Madison from $51,617 to $252,691; and
WHEREAS Circle B Incorporated has all the necessary licenses and permits to compost the material collected by the Streets Division and had submitted the lowest cost proposal to perform this service;
