This resolution transfers $60,000 of General Obligation borrowing and associated expenditure authority from one Police Department 2014 capital project to another. There is no overall net impact on the whole of the 2014 Police Department adopted capital budget funding levels. $60,000 will be transferred from the Police Department 2014 capital project No. 6, "LEED Improvements to Training Facility", Acc't No. 810642, to project No. 2, "In-Car Video Project," Acc't No. 810777, as follows:

Body
WHEREAS, since 2004 the Madison Police Department has utilized video units in all police squad cars; and,

WHEREAS, these units are now outdated and frequently non-functional, and the video has poor microphone and picture quality; and,

WHEREAS, the 2014 Capital Budget includes $945,000 in direct appropriations to fund the purchase and installation of new video units; and,

WHEREAS, utilizing updated video technology will result in capture of high definition video that requires added storage capacity; and,

WHEREAS, any video obtained from police vehicles needs to be stored a minimum number of days in order to meet State requirements; and,

WHEREAS, in reviewing the proposals for replacement of these units, the Information Technology Department has indicated that there is a need to purchase a server to provide added storage capacity; and,

WHEREAS, funding was allocated in 2012 to finalize the remodel of the Police Training Center on Femrite Dr; and,

WHEREAS, actual construction costs for the remodel of the Police Training Center were less than anticipated resulting in a savings of $60,000.
