On January 14, 2013, the Plan Commission found the standards met and approved a conditional use to construct a new mixed-use building with a daycare facility and 36 residential units in the C2 (General Commercial) District [1966 Zoning Code]. The decision to grant the conditional use was appealed to the Common Council, which upheld the Plan Commission decision following a public hearing on February 26, 2013.
