The additional salary and benefit expense for a double-fill of a Transit Operations General Supervisor is an estimated $2,400 biweekly for salary, plus $958 biweekly fringe benefit expense. If the double-fill extends from early February thru July, 2014, the total estimated cost is $28,800 for salary expense, plus $11,491 for fringe benefit expense, or a total expense of $40,291. Metro Transit is not asking for an additional appropriation, but rather will manage its current salary appropriations for savings to support the expens of the double-fill.

WHEREAS, Metro Transit's leadership team within its Operations Unit consists of an Operations Manager and 3 Transit Operations General Supervisors; and
WHEREAS, one Transit Operations General Supervisor is expected to retire in July, 2014, another is expected to retire in January, 2015, and the Operations Manager is also expected to retire in January, 2015; and
WHEREAS, this will create significant turnover and disruption in the Operations Unit leadership team; and
WHEREAS, Metro Transit would like to minimize this disruption by being able to double-fill a Transit Operations General Supervisor as soon as possible to allow for cross-training while the incumbents are still in place, causing a double fill in excess of 30 days; and
WHEREAS, Metro Transit can fund this double fill through salary savings;
NOW, THEREFORE BE IT RESOLVED, that the double-filling of the Transit Operations General Supervisor position, #2786, at Metro Transit, is approved through the retirement of the incumbent, or until the next permanent Transit Operations General Supervisor vacancy occurs, whichever comes first.
