Title
Authorizing the City to contract with the University of Wisconsin and the Center on Wisconsin Strategy to prepare an Energy Efficiency Plan and authorizing the application to Georgetown University Energy Prize Contest.
Body
WHEREAS, the City of Madison has a longstanding commitment to sustainability, is a signatory on the Mayors Climate Protect Agreement, has adopted the Natural Step, and has prepared a Climate Protection Plan; and
 
WHEREAS, the City of Madison adopted "The Madison Sustainability Plan:  Fostering Environmental, Economic and Social Resilience," in May of 2012; and
 
WHEREAS, the Common Council authorized the Mayor to become an Inaugural Signatory of the Resilient Communities for America Agreement in May of 2013; and
 
WHEREAS, starting in 2010, the City of Madison administered the Green Madison Program, which has completed hundreds of residential energy efficiency retrofits, saving over 51,174.92 kWh, 66,217.15 Therms and $3,491.71 in heating oil; and
 
WHEREAS, the City has conducted multiple energy efficiency projects on its own buildings, achieving annual savings of 807,825 kWh, 53,370 Therms; and
 
WHEREAS, the City's Sustainability Plan sets a goal of reducing overall energy consumption by 50% by 2030 (kWh and Therms per square foot or equivalent unit of measure) in the public and private sectors (using 2008 baseline data); and
 
WHEREAS, the Georgetown University Energy Prize challenges local governments with populations between 5,000 and 250,000 to reduce their municipal and residential electric and natural gas use. As competitors progress, they are able to access resources provided by Georgetown and compete for seed funding. The winner of the challenge will receive $5 million to implement additional energy efficiency measures; and
 
WHEREAS, The University of Wisconsin and the Center on Wisconsin Strategy have experience and expertise in designing in innovative energy efficiency policy and programs.
 
NOW, THEREFORE, BE IT RESOLVED that the City of Madison is authorized to prepare an application to the Georgetown University Energy Prize Contest. This application will take the form of a long-term energy efficiency plan developed under the guidance of the Sustainable Madison Committee and the Facilities and Sustainability Coordinator.  The energy efficiency plan will be submitted to the Sustainable Madison Committee and the Common Council for review and approval prior to submittal;  
 
BE IT FURTHER RESOLVED that the Mayor and the City Clerk are hereby authorized to contract with the University of Wisconsin and the Center on Wisconsin Strategy for up to $5,000.00 to assist the City in competing for the Georgetown University Energy Prize; and
 
BE IT FURTHER RESOLVED that funds for this shall be allocated from the Sustainability Plan capital project; and
 
BE IT FINALLY RESOLVED that The University of Wisconsin and the Center on Wisconsin Strategy will work with the Facilities and Sustainability Coordinator and other staff and will:
 
·      Work with the Sustainable Madison Committee, drawing on their expertise and experience
·      Contact key stakeholders working on energy efficiency in the Madison area
·      Map current energy efficiency efforts, their scope and progress
·      Identify gaps in current efforts and opportunities for action
·      Identify projects that respond to the priorities of the competition, including low-income housing improvements, whole-house retrofits, and working with K-12 students
·      Prepare, in collaboration with City staff and other stakeholders, the City's application to the Georgetown University Energy Prize Contest.
